Abstract Drawing on the contributions from the World Social Science Report , Challenging Inequalities: Pathways to a Just World , this article examines the relationship between economic inequality and political participation. In particular, using the lens of the 'power cube' approach see www. Indeed, this relationship is also influenced by hidden and invisible forms of power, at multiple levels from the local to the global, which affect the rules of the game as well as individuals' aspiration to participate, shaping whether, where and how citizens engage at all. Despite the power of inequality to shape its own consensus, recent evidence also points to the emergence of levels and forms of resistance to inequality outside of traditional channels of participation, which in turn help to expand and prefigure notions of what the new possibilities of change might be. Exploring these dynamics, the article concludes with a brief reflection on possible lessons for activists, policymakers and scholars working to understand, unravel and challenge the knotty intersections of inequality, power and participation. The situation was one of glaring inequality: one company owned 90 per cent of the land, through a secretive corporate empire, based in the UK, at the top of which sat a Lord Mayor of London, then one of Britain's wealthiest men. Corporate wealth sat side-by-side with desperate poverty, poor schools, lack of health care, a degraded environment based on unchecked practices of fossil-fuel extraction, and a generally poor quality of life.

Key Award of the Southern PSA, and the Governor's Award from the Kentucky Historical Society Using Clear Fork Valley in central Appalachia as an empirical example, Gaventa attempts to discern the "hidden faces of power" - those forces which shape actions and consciousness in ways not readily apparent in formal American political processes. He seeks to clarify and expand upon past theories by such writers as Bachrach and Lukes on the nature and maintenance of power. The region studied here is characterized by stark incongruity - the co-existence of massive natural wealth coal and land with pervasive human poverty attended by high unemployment, limited education, malnutrition, and the prevalent hazards of mining coal: black lung, dismemberment, death, and ecological ruin. This has been the region's status quo under the decades of domination by a British company and its absentee owners. Despite these departure conditions and frequently violent union struggles, culminating in the murder of UMW reformist Jock Yablonski, acquiescence to this status quo has been maintained. Gaventa searches out the answers to how and why wealth and poverty continue to coexist and the powerless continue to accede to the powerful.

This article evaluates the capacity of civil society to transform power relations. It discusses difference meanings of civil society and argues that each carries with it a parallel understanding of power and its components. It analyzes the changing forms and spaces of power, as well as the levels across which they occur, and explores some of their implications for civil society in practice.
